29. Mr. LEWIS

asked the Financial Secretary to the War Office why the Army Council refuse to reimburse Captain N. G. Alexander, M.C., 2nd Battalion the Essex Regiment, for medical treatment necessary to render him fit for duty, after they were unable or unwilling to provide the treatment in a military hospital?

Mr. COOPER

It is clearly stated in the Regulations for the Army Medical Services that if an officer makes his own arrangements for medical treatment without approval, a claim for re-imbursement of expenses incurred cannot be entertained, and Captain Alexander was so warned before he underwent private treatment.

Mr. LEWIS

Seeing that the Army authorities were mistaken in their opinion as to the effect of this treatment, and that it did, in fact, render the officer fit for duty again, will not my hon. Friend consider using his influence to see that the cost of it is not borne by the officer?

Mr. COOPER

I am fully aware of the facts in the case, and I am afraid that e cannot make an exception to the general rule.
