asked the Minister of Health whether he will consider the desirability of issuing a circular setting out the views of his Department on the nature and meaning of reproductive work for the information of local authorities which are being pressed to undertake some kind of unemployment relief schemes?

I do not think a further circular is necessary. Where doubt arises it is best to consider the particular proposal, and that I am always prepared to do with the local authority before they incur any expenditure on plans and the like.
