asked the Minister of Transport if he will introduce legislation requiring motorists to undergo a driving test before being granted a licence and requiring all cyclists to be registered?

Mr. PYBUS

The Road Traffic Act, 1930, already empowers me to prescribe a test for applicants for driving licences suffering from certain physical disabilities and a driving test for this purpose has been prescribed. The question whether there should be a general driving test was discussed at considerable length during the passing of the Bill, and I should not feel justified in introducing amending legislation on the point. The cost and inconvenience of requiring all cycles to be registered would, I think, outweigh any advantages that might appear to attach to such a system.

Will the hon. Gentleman publish the results of his experiences over the Whitsuntide Recess so that the public may know what bad driving there is in the country?
