asked the Financial Secretary to the Treasury what is the policy of the Government with regard to the establishment of all the unestablished and temporary ex-service clerks as dealt with by the Royal Commission on the Civil Service, in view of the recent announcement to hold a further open competitive examination for the appointment of recruits from outside to the established general and departmental classes of the Civil Service?

Discussions on the matter referred to in the first part of the question will, I hope, shortly be initiated with the staff interests concerned. My hon. Friend may rest assured that consideration of the Royal Commission's recommendations will not be in any way prejudiced by the holding next autumn of the normal open competition for recruitment to the clerical classes.
