asked the President of the Board of Trade if he is aware that the restrictions on coal entering Spain bear hardily on the British export trade; and what steps he is taking to improve matters?

The answer to the first part of the question is in the affirmative. With regard to the second part, the restrictions on coal entering Spain are not considered to be discriminatory against this country.
