§ The PRIME MINISTERYes, I am always willing to discuss these questions sympathetically, but I think the answer given by my right hon. Friend the Lord President of the Council has been proved by subsequent events to be right, namely, that a few odds and ends of time are of no use for controversial Bills, and that so far as non-controversial Bills are concerned they can be concluded without this special provision.
