asked the Secretary of State for the Colonies what progress is being made in. the Colonies, Protectorates and Mandated Territories in the application of improved methods of dealing with juvenile offenders?

The UNDER-SECRETARY of STATE for the COLONIES (Sir Robert Hamilton)

A committee was appointed by the Secretary of State in 1930 to review the question of the treatment of juvenile offenders in the Colonies. The question was also considered at the Colonial Office Conference in 1930. A draft model ordinance on the subject was subsequently forwarded to all Colonial Administrations, and measures are now under consideration that would have the effect of assimilating colonial legislation, to the extent that local circumstances permit, to the standard contemplated for this country in the Bill now before the House.
