asked the Secretary of State for the Colonies if he will consider the possibility of stimulating the organisation of health insurance in Palestine by voluntary agencies through a Government subsidy?

This question has been raised on more than one occasion with reference to the sick benefit fund of the Jewish Federation of Labour. The view previously taken, with which I agree, was that it would be difficult to justify Government contributing to individual societies. In any event it would have been necessary to reject the proposal on financial grounds, and this would still be the case.

14. Mr. ADAMS

asked the Secretary of State for the Colonies what plans are projected for linking up Haifa Harbour with the coastal plain of Palestine by road?

The construction of the new Jaffa-Haifa road is well advanced, and, by the end of 1931, 21 kilometres from Jaffa had been completed. Work is in progress on a new road from Haifa to Acre. A sum of £18,000 has been allocated for essential road connections in the immediate neighbourhood of Haifa Harbour.
