asked the President of the Board of Trade, whether the policy of His Majesty's Government is still that contained in the Merchant Shipping Certificates Bill introduced by the Government into the House of Commons in 1911 and 1913; and whether it is intended to re-introduce this Measure in the next Session of Parliament?

Mr. RUNCIMAN

There is no intention of introducing in the next Session of Parliament legislation on the lines of the Merchant Shipping Certificates Bill of 1911 and 1913. As my hon. Friend indicated in his reply of the 6th July, there is no reason to think that the present position is a source of danger.
