I have to direct the attention of the House to the fact that this Amendment raises a question of Privilege.

Mr. STANLEY

I beg to move, "That this House doth agree with the Lords in the said Amendment."

I do not know whether it would be more convenient to discuss this matter on this, which is a purely drafting Amendment, or on the next Amendment, which is a substantial one, but the effect of the two together is simply to make plain something which I said during the Report stage. That was that no part of the expense of administering this fund should fall as a public charge. I thought, and I think still, that even without this Amendment it would be possible to secure that, but I thought it wise to put it beyond the possibility of doubt that the expense of administering the fund shall come out of the fund itself, and that the amount to be given to whatever societies are chosen should be not the gross but the net amount. It is for that reason that we have accepted the Amendment in this, which is the usual form, that is to say that the expenses are charged on the Vote; and then the Appropriation-in-Aid is taken.

Question, "That this House doth agree with the Lords in the said Amendment," put, and agreed to.
