Lords Amendment: In page 54, line 19, at the end, insert:
(8) Save as provided by this Section, a scheme shall not contain any provision prohibiting or controlling the erection or use of structures for the purpose of advertising:
Provided that the foregoing provisions of this Sub-section shall not render unlawful the insertion in a scheme of a provision which prohibits the erection on any land of buildings generally, or under which buildings generally could be removed from any land, if that provision is required for a pur-

pose other than the prevention of injury to amenity by advertisements or hoardings.

§ Sir S. CRIPPSI should like an explanation of this Amendment. It deals with the question of prohibiting and controlling advertisements. This is a matter which was thoroughly discussed in this House both on the Committee and Report stages, and we then came to a conclusion as to what was thought to be the proper procedure as regards advertisements. I should like to know why this Amendment is being accepted.
§ The PARLIAMENTARY SECRETARY to the MINISTRY of HEALTH (Mr. Ernest Brown)The hon. and learned Gentleman is asked to remember that the agreed Clause was discussed with all concerned, and that when it was analysed in the House it was pointed out that it might be necessary to make an alteration in drafting, and this is the alteration which was foreshadowed on the Report stage. It makes it quite clear that advertisements 'are not to be controlled in any other way than is provided in Clause 47, except that the erection of hoardings may be prohibited on land, or removed from land where such powers apply to buildings generally. That is to say, that, if a building line is fixed beyond which no building should be brought, it would be absurd to allow a hoarding to go beyond that line, and it is in order to cover a point of that kind that the alteration has been made.
