Lords Amendment: In page 41, line 17, leave out the word "executed."

This Amendment raises a question of privilege.

May explanation as to why this House is waiving its privilege?

The explanation is that these are purely drafting Amendments for improving the wording of the Act. In another place very great attention has been paid to the drafting of the Bill, which we are now taking advantage of.
