asked the Secretary of State for Foreign Affairs if he will obtain an assurance from the Japanese Government that their policy with regard to the State of Manchukuo will conform with Article X of the covenant, and Article I, paragraph 1, of the Washington Nine Power Treaty?

The hon. Member will recollect that the Assembly of the League of Nations, in the Resolution adopted by them on the 11th March, quoted Article 10 as being among the provisions of the Covenant applicable to the Sino-Japanese dispute. The Japanese delegate stated on that occasion that the Japanese Government were particularly glad that attention had been called to the principle of scrupulous respect for all treaty obligations, to which they attached the greatest importance. Further, the Japanese Government have publicly declared that Japan is fully prepared to stand by her obligations under the Nine Power Treaty. In these circumstances, I do not consider that any useful purpose would be served by asking for an additional assurance on the lines suggested.
