asked the Secretary of State for Foreign Affairs if he has yet obtained from the Japanese Government a declaration of its intentions regarding the Dairen customs or, alternatively, any undertaking by the Japanese Government that the integrity of the Chinese maritime customs organisation and the debt services shall be maintained in accordance with the 1907 Treaty?

Mr. EDEN

As stated in reply to my hon. Friend the Member for Wolverhampton East (Mr. Mander) on the 30th June, representations have been made to the Japanese Government on this question. In reply, the Japanese Government have now promised to endeavour to effect a satisfactory arrangement. I should however add that the 1907 agreement deals only with the establishment by China of a Customs House at Dairen and the prevention of smuggling.

Is my hon. Friend aware that, if the 1907 Treaty were broken, the result would be that the whole of the overseas trade with Manchuria would fall under Japanese control?

I am quite aware of the importance of the agreement; hence our representation, and the reply which we have received.
