asked the Secretary of State for India whether it is regarded as civil disobedience to carry on peaceful propaganda for Indians to buy Indian goods?

Sir S. HOARE

I am unable to add to the answer which I gave to the hon. Member on the 10th February.

Mr. WILLIAMS

Do we understand from the right hon. Gentleman, then, that peaceful propaganda for buying Indian goods is actually regarded as civil disobedience?

Sir S. HOARE

No; it depends on the special circumstances of the case.

Mr. WILLIAMS

As the question definitely refers to "peaceful" persuasion, is that regarded as civil disobedience?

Sir S. HOARE

I am afraid that peaceful persuasion very often leads to disorder.
