asked the Chancellor of the Exchequer whether he has received any representations to the effect that disadvantage to the trading community is caused by the embargo on issues on foreign account and on optional con versions when a public issue or underwriting is involved; and, if he has, will he state the nature of the representations?

Naturally my right hon. Friend receives representations from time to time in regard to individual instances but no general complaints from representative bodies have been addressed to him. He explained the position of His Majesty's Government in this matter in an answer which he gave on 6th December to the right hon. and gallant Member for Newcastle-under-Lyme (Colonel Wedgwood).

Will the hon. Gentleman undertake to continue the embargo in order to prevent the public from being defrauded?
