37. Mr. D. G. SOMERVILLE

asked the Minister of Health whether he is aware that on the 9th May, 1932, the Willesden urban district council applied for his sanction to a loan for the erection of 100 dwellings, but not until 25th October, 1932, was a reply received that a tender for the proposed works could be accepted that in consequence the contractor, whose tender had been provisionally accepted, refused to enter into the contract, and the council were obliged to re-advertise for tenders, the lowest of which is more than £2,000 in excess of the original tender; and whether he will make a statement, on the matter?

The application for sanction to a loan was received by me, as stated. The council's proposals could not be approved by me in their original form, and discussions ensued with the council as to the removal of difficulties. Agreement was not reached until October, as stated. I understand that in the meanwhile the council had invited tenders without waiting for sanction. I cannot accept any responsibility for that procedure.

In view of the extraordinary delay of six months, do the Government propose to recompense or make good the £2,000 to the council?

If my hon. Friend will study my answer, he will see that there is no possible reason for any such contention.

During the six months that have elapsed has there been a material rise in the cost of building materials, and, if so, can the right hon. Gentleman tell us why?
