asked the Secretary of State for the Colonies whether he is aware that specially stringent measures have been taken this year for the collection of rates in Bathurst, Gambia, summonses issued to the ratepayers earlier than the usual practice, and defaulters committed to prison without time being allowed; and whether, in view of the present trade and financial depression in the Colony, arrangements can be made similar to those in the neighbouring Colony of Sierra Leone, and monthly instalments of rates due accepted from ratepayers who are able to present a reasonable case for consideration, distraint of goods being made only in obstinate cases?
