Mr. MARLEY

(by Private Notice) asked the Minister of Health whether his attention has been called to the resolution adopted by the London County Council in which they have decided to use men in receipt of out-relief in connection with the building of an institution on the Downham estate?

Mr. GREENWOOD

I have seen nothing beyond a Press statement on this matter. As to the principle involved, I some time ago informed the council that my approval of test work was subject to the general condition that it does not cover work which forms part of necessary maintenance or upkeep and would otherwise he done for wages.

Mr. MARLEY

In view of the fact that it is extremely difficult to decide what class of work or building may or may not be done for Wages, will the right hon. Gentleman keep a special eye upon this particular building and upon this particular council?

Mr. GREENWOOD

Now that my hon. Friend has drawn my attention to this case, I intend to make immediate inquiries.

Mr. McSHANE

Is it not contrary to the Poor Law that men in receipt of relief at all should enter into competition in any way with those outside?

Mr. OLDFIELD

Is the right hon. Gentleman aware that a very strong feeling was expressed on this matter at the last meeting of the London County Council, and, in view of the fact that it is a very important precedent—
