§ The PRIME MINISTERThe answer to the first part of the question is in the affirmative. I am in communication with my right hon. Friend the Secretary of State for Scotland on the subject but, in view of the present state of Parliamentary business, I cannot give any undertaking to afford facilities for this Bill.
