asked the Home Secretary in what circumstances an inspector and a sergeant of the Metropolitan Police Force, both serving at the same police station, were recently reduced to the rank of constable for running a gambling circle in the station; and, in view of the nature of their offence, what special mitigating circumstances justify the retention of their services in the force?

Mr. SHORT

My right hon. Friend is informed by the Commissioner of Police that the officers in question pleaded guilty before a discipline board to charges of discreditable conduct by gambling with subordinates. The board took into consideration their long service and previous clear records and reduced them to the rank of constable, a severe punishment for men of their rank and service.
