asked the Secretary of State for Dominion Affairs whether it is the Government's intention to institute a native council in Swaziland on similar lines to those existing in the two South African Protectorates or, alter natively, whether natives are to be represented on the advisory council of the Pro tectorate?

Mr. THOMAS

The present channel of consultation with the natives on matters affecting their interests is through the Paramount Chief who, in accordance with native custom, acts with the advice of his council. In matters of special importance, the Paramount Chief consults a public council which any native may attend. I understand that this system has hitherto provided a satisfactory means of ascertaining the views of the natives, and I am not aware that any change is in contemplation.
