§ Mr. PETHICK-LAWRENCEThe hon. Member's question appears to be based on a misunderstanding. The point is that the sum mentioned was not passed through the Budget accounts but paid direct to the National Debt Commissioners and used by them to cancel 5 per cent. War Loan. Full particulars were given to the House in Command Paper 3617 and in my reply to the hon. Member for Farnham (Mr. A. M. Samuel) on 11th November last.
