HC Deb 04 May 1931 vol 252 cc11-2
21. Mr. G. LOCKER - LAMPSON

asked the Secretary of State for Foreign Affairs approximately which provinces of China are at present not under the effective control of the central Chinese Government?

Mr. A. HENDERSON

I fear that the position is scarcely capable of exact definition. The authority of the Central Government itself is strongest in Kiangsu, Anwhei and Chekiang, while Manchuria and the Northern Provinces are under the control of the Governor of Manchuria who is in close accord with the Nanking Government. Outside these areas the degree of control varies widely from time to time and in respect of different matters, as personalities and circumstances change. At the moment there are reports of a movement in the Southern Provinces against the Central Government.

Mr. LOCKER-LAMPSON

May we take it for granted from the right hon. Gentleman that the extra-territoriality negotiations will not extend to those areas over which the Central Government have no effective control?

Mr. HENDERSON

I expect to have to make a statement, perhaps on Wednesday, on the subject of extra-territoriality, and I will defer for the moment saying anything on the matter.
