14. Mr. ARTHUR MICHAEL SAMUEL

asked the Secretary of State for Foreign Affairs whether Mr. Valpy, the late engineer-in-chief of the Canton-Hankow Railway, has received from the Chinese Government the total amount of his back pay, together with three months' salary due to him on receiving notice of dismissal; and, if not, will he ask His Majesty's Minister to China to assist Mr. Valpy in this matter?

My latest information is that Mr. Valpy is in communication with the Minister of Railways regarding the balance due to him, the exact figure of which is disputed. His Majesty's Minister is already giving Mr. Valpy such assistance as is proper.

Will the right hon. Gentleman inquire of the British Minister what is the reason for the Chinese Government seeking to deprive a British subject of his rights?

Mr. HENDERSON

I am perfectly content to leave this matter in the hands of the Minister, because I am quite certain he will do everything he can on behalf of Mr. Valpy.

Mr. SAMUEL

Is the right hon. Gentleman aware that this matter has been hanging about now for more than six months?
