asked the Home Secretary the number of first warnings that have been given to motorists during the previous 12 months in the Metropolitan Police Area as an alternative to prosecution for minor motor offences?

Mr. CLYNES

The total number of warnings given for minor motoring offences for the period of 12 months ended 28th February, 1931, was 35,300.

Can my right hon. Friend say whether this is a successful method?

Mr. CLYNES

I am sure that motorists prefer to be warned in the first instance rather than to have other proceedings taken.

Is proper use made of the warning?
