asked the Minister of Transport whether, pending the passing into law of the short Bill exempting from the ordinary licensing regulations for passenger vehicles certain classes of vehicle used by scouts and other organisations, he will make some arrangements for the issuing of temporary orders authorising the immediate use of such vehicles for the purposes of camps, rallies, and similar functions which have already been arranged?

My right hon. Friend has no power to waive or modify the provisions of the Road Traffic Act, 1930, in this matter. As the hon. and gallant Member may be aware, a Bill was introduced on the 25th June in another place for the purpose of repealing Section 61 (3) of the Road Traffic Act.
