Friend has already received a report, on this subject which was adopted by the Council of Agriculture for England last year. He will consider it in consultation with my right hon. Friend, the Minister of Agriculture and Fisheries, but legislation would be necessary before any alterations could be made in the order as to the grading and designations of milk.
