§ Mr. GRAHAMThis is a report by the London Trades Council marked "Private and Confidential." It is entirely for the Trades Council to say whether it should be published, and it is not a matter with which I have anything to do at all.

§ Mr. GRAHAMIn that event, it lies with them to publish it.
