asked the Home Secretary if his attention has been called to a pending prosecution of the officials of a workmen's club at Derbyshire Hill, St. Helens, on the grounds of having promoted a lottery or sweepstake which was confined exclusively to the ordinary members of the club; and whether he will issue a general circular to the effect that no action should be taken by local police authorities in club sweepstakes restricted to club members?
