The countries now adjacent to Soviet Russia in Europe except Sweden and Rumania, were not separately distinguished in the trade accounts of the United Kingdom prior to 1921. Exports to Rumania of arms, ammunition and military and naval stores were valued at £32,000 in 1919, and £671,000 in 1920; they were nil in 1918. To all the other countries adjacent to the former Russian Empire, the value of the exports of arms, ammunition, etc., did not exceed £76,000 in 1918, £40,000 in 1919 and £111,000 in 1920.

Were any export credits used by the Soviet for the purpose of obtaining war materials?

I believe that it is true to say that export credits are not available for war materials.
