asked the Postmaster-General whether he is aware that the appointment to a vacant overseership at Chester of a sorting clerk and telegraphist who was sixth on the acting list has caused dissatisfaction among the staff; that among the senior officers who were passed over are officers who have performed satisfactorily every Grade A and Grade B acting duty; that the full proficiency of the officer appointed cannot be known since he has net performed all acting duties; and whether, in the circumstances, he will inquire into the grounds on which this appointment was made?

I am aware of the circumstances of the case. The officer selected for promotion had had as wide experience as any of the other officers on the Acting List and had shown himself to possess distinctly better qualifications for promotion than any of his seniors. The recommendation of the local Promotion Board was made after full consideration of the claims of all the officers on the Acting List and I can find no reason to dissent from their conclusion.
