asked the Prime Minister whether he will now set up the committee of inquiry, indicated by him to the House on 10th July, 1929, relating to local administration in Scotland and the establishment of a system by which Scottish opinion can enjoy the rights of self-government?

As I have already informed the House, the constitution and function of local authorities under the Local Government (Scotland) Act only came into operation on the 16th of May, 1930, and I would propose to await until further experience has been gained of the working of the Act before setting up the proposed inquiry.

Does the right hon. Gentleman remember that he suggested a period of 12 months when he spoke in April, 1929, and will he take into account the urgent demand that there is in Scotland for Home Rule?

The PRIME MINISTER

Yes. The period of 12 months dates from the 16th May, 1930. It was 12 months' experience of the working of the Act.

In considering this matter, will the right hon. Gentleman bear in mind that there is no urgent demand in Scotland?
