HC Deb 26 February 1931 vol 248 cc2262-3
35. Mr. FREEMAN

asked the Home Secretary whether, in view of the recent recommendations of the Select Committee on Capital Punishment and pending any change of the law, he will consider the desirability of reviewing all sentences of death in the light of those recommendations?

Mr. CLYNES

Every case is exhaustively considered in the light of all the relevant circumstances. Until Parliament has decided whether any alteration of the law is desirable, it would be quite impossible for any Secretary of State to give effect to those recommendations by advising upon the exercise of the Royal Prerogative in the manner suggested by my hon. Friend.

Mr. FREEMAN

Can the right hon. Gentleman give any indication whether we shall have an opportunity of considering that report in the House?

Mr. CLYNES

That question should be addressed to the Prime Minister, but, I understand that those who are deeply interested in the matter are moving.
