56. Mr. FREEMAN (for Mr W. J. BROWN)

asked the Postmaster-General upon what ground a telegram addressed by the London branch of the Indian National Congress to Pundit Jawaharlal Nehru, president of the Indian National Congress, on 31st January, 1931, was refused transmission?

The telegram in question was duly forwarded to India, and a service message was subsequently received intimating that it had been detained under a provision of the International Telegraph Convention which relates to objectionable telegrams.

Mr. FREEMAN

Is it not a fact that the Indian National Congress, being now a legal body, is perfectly entitled to send these telegrams, and was it the nature of the telegram opened that was objected to?
