63. Mr. DOUGLAS HACKING

asked the Minister of Transport whether he can state the cause of the delay in proceeding with the scheme for the erection of a bridge over the railway at Hoghton, near Preston, and the construction of a new by-pass road in lieu of the existing level crossing?

Mr. HERBERT MORRISON

I understand that the necessary negotiations between the Lancashire County Council and the London Midland and Scottish Railway Company are not yet sufficiently advanced to enable a scheme to be prepared.

Mr. HACKING

Will the Minister do his best to expedite the erection of this bridge in view of the very dangerous level crossing?

Mr. MORRISON

I cannot prejudge my decision until I get a concrete scheme before me.

Mr. HACKING

But surely a concrete scheme has been in existence for many months?

Mr. MORRISON

I am not sure about that.
