§ Mr. MORRISONSo far as the proceedings before the area commissioners are concerned, I would hardly like to say that the regulations are particularly numerous. They do replace a lot of other regulations. Each section of motor users is interested in, perhaps, one body of regulations only, and they do not all need to know all the regulations. I should be sorry if they did.
