asked the Financial Secretary to the Treasury whether the Joint Substitution Board keeps, in addition to its clearing register, a second register on which the names of men ineligible for the clearing register, e.g., time-expired soldiers or sailors who are now being discharged from the colours, are entered for consideration for appointment to temporary clerical posts in the Civil Service when no clearing register candidates are available?
