asked the Prime Minister whether the rules in Article 22 of the new Naval Treaty of London make provision for the settlement of disputes thereunder arising?

The answer is in the negative.

Mr. KNIGHT

Is the right hon. Gentleman of opinion that it contributes to international conciliation to leave parties to be judges of their own disputes arising at sea?

Mr. SPEAKER

That is clearly a matter of opinion.
