27. Mr. G. LOCKER-LAMPSON

asked the Secretary of State for Foreign Affairs whether, under the Pact of Paris or the explanatory statement which accompanied it, any sanctions were provided for in the event of its breach by any Power?

Mr. A. HENDERSON

Apart from the denial of the benefits of the Treaty to any Power which seeks to promote its national interests by resort to war, the Pact of Paris contains no provision for sanctions.

Mr. LOCKER-LAMPSON

Before the right hon. Gentleman agrees to any further sanction in the event of a breach of the Kellogg Pact, will he consult the signatories?

Mr. HENDERSON

I cannot quite follow the object of the question.

Mr. LOCKER-LAMPSON

I was referring to the amendment of the Covenant. Before the right hon. Gentleman agrees to any further sanction in the event of a breach of the Kellogg Pact, will he consult the other signatories to the Pact?

Mr. HENDERSON

That is an entirely different question, and, if the right hon. Member places it on the Order Paper, I will give him a reply.
