§ Dr. SHIELSProvision was included in the Kenya Estimates for 1930, as passed, for arreas of native tax not collected in 1929 on account of famine. My Noble Friend has called for a full report on the matter, and, in the meantime, he has requested that no action shall be taken as to the collection of these arrears.
