Commander SOUTHBYasked the Secretary of State for Foreign Affairs whether he is aware that no coupons have been met since 1917 on the Riga loan issued in 1913; whether, seeing that part of the loan was used for the building of barracks which are now occupied by Latvian soldiers, and that the Latvian Government thus has a direct interest in the benefits of this loan, he will take up the matter through His Majesty's representative in Latvia in order to obtain justice for the British bondholders?
§ Mr. DALTONThe answer to the first part of the question is in the affirmative. As regards the second part, His Majesty's Minister at Riga is keeping in close touch with the Latvian Government in the matter, and is taking all possible steps to safeguard the interests of British bondholders.
