40. Mr. HORRABIN

asked the Under-Secretary of State for the Colonies whether he is aware that, in addition to the fine of £450 imposed upon the villagers of Umu Akpara, Nigeria, they were also required to pay in kind foodstuffs and goats which necessitated several motor lorries for their transport from the village; and whether he will inquire into the matter?

Dr. SHIELS

My Noble Friend has not received any information on the subject, but he will make inquiry of the Governor.

Mr. HORRABIN

Will the hon. Gentleman state whether or not the Collective Punishment Ordinance under which these fines have been imposed, does permit of the wholesale commandeering of cattle in this way?

Dr. SHIELS

Collective punishment orders do permit of fines being taken in cattle.
