asked the President of the Board of Education if he is aware that circulars 1,397 and 1,404, issued by him, will entail such costs for the transport of children to school in many rural areas as to be a heavy burden on the rates; that this burden will not arise in urban areas; and, to avoid any preferential treatment, does he propose to increase the grant-in-aid to rural areas?
