22. Mr. SMITHERS

asked the Home Secretary whether his attention has been called to two publications, entitled the "Unemployed Special" and the "Young Worker," both obtainable in the streets of London on 6th March; and, if so, and in view of the seditious propaganda contained, what action does he propose to take?

Mr. CLYNES

I have seen the publications to which the hon. Member refers. They do not appear be call for any action on my part.

Mr. SMITHERS

Has the right hon. Gentleman any power to stop such publications and prosecute the publishers of them?

Mr. CLYNES

It is not always fair or wise to use the powers which one may possess. These publications in the main consist of furious fulminations against the Government and the Labour party.

Mr. SMITHERS

Has my right hon. Friend power to stop these publications and prosecute the publishers?

Mr. CLYNES

I have power to stop circulation, but I am not certain about powers to prosecute the publishers.

This question gives a very useful advertisement to these newspapers, of some of which I have never heard.

Is not the right way to answer them by argument rather than in the police court?
