asked the President of the Board of Education whether kindness to animals forms part of the code of regulations to public elementary schools; if so, what is being done to give it practical effect; is any provision made for similar instructions to secondary schools; and, if not, will he take steps to do so?

The Board do not prescribe the subjects to be included in the curriculum of elementary schools, but their Handbook of Suggestions for Teachers calls attention to the desirability of inculcating kindness to animals, and I have every reason to believe that teachers both in elementary and in secondary schools take full advantage of their opportunities for doing so.
