asked the Chancellor of the Exchequer whether he will undertake to lay a White Paper showing what the precise effect will be of Clauses 22 to 27, inclusive, of the Finance Bill; and whether, in respect of Section 90 of the Income Tax Act, 1918, which it is proposed to modify under the provisions of Clause 24 of the said Bill, he will set out the exact words which it is proposed to enact in place of the sub-sections of the section above referred to?

I would remind the hon. and gallant Member that in a reply which my right hon. Friend gave on the 27th May he promised that, if any hon. Members intimated to me that they found any clauses of the Finance Bill especially difficult, he would consider issuing an explanation of them in a White Paper, provided that the intimation was given at once. Certain hon. Members responded to this invitation, and I arranged for the issue of two White Papers explaining certain clauses. My right hon. Friend cannot now extend this exceptional procedure, but if the hon. and gallant Member will tell my right hon. Friend what particular difficulties are troubling him, he will see that he receives an explanation of them.
