asked the First Lord of the Admiralty if he has now obtained any further information concerning the action of the Soviet Government in transferring certain of their naval forces from the Baltic to the Black Sea; and whether the Straits Commission have intervened and issued an order forbidding the passage of any additional Russian warships?

The answer to both parts of the question is in the negative.

Has the right hon. Gentleman made inquiries on the subject?

Mr. ALEXANDER

So far as my information goes there is no further transference proposed, but in view of the right hon. Gentleman's questions I think I ought to say that the Straits Commission has no authority so far as I am aware to intervene in the matter of the movements in or out of the Black Sea of warships of the Powers bordering the Black Sea.
