asked the Home Secretary if he is taking steps to summon a preliminary conference of countries manufacturing narcotics with a view to limitation of their output, as suggested on behalf of Great Britain at Geneva on 14th May last; and if the Soviet Republic will be invited to participate in any such conference?

Mr. SHORT

My right hon. Friend is afraid he is not in a position to make any statement on the subject at the present time.

In view of the fact that the Secretary of State for Foreign Affairs gave a definite promise at Geneva last month, why is there this delay and will the delay soon be over?

I assure the hon. and gallant Member that the question is under consideration.
