§ Mr. MATTERSIs the hon. Gentleman aware that most of the European Governments are participating in this historic anniversary, and that British participation would be very welcome in the South American States?
§ Mr. DALTONI am very glad to know that. We are looking into the matter carefully to see what form, if any, the participation will take.
